Yes it is opened. My husband & I were there in early November. However both ferry's are now damaged.
If it is closed you can still explore the outside and around it
The park is open, including the half-mile nature trail, picnic area, and the area along the Intracoastal and the ocean beach parking lot. No beach access by vehicle because the ramp is wiped out. You can walk onto the beach unless the tide is very high.
The ferry going to the fort from the main park is not operational due to the recent hurricanes. But the park itself is open.
Pretty sure it's open all year.
I can't say now it was open in August of 2017, they do shut the tours of the fort down if the weather is bad. So it could have just have been that day.
