In the paper they have asked people not to, but there is not anyone over there to stop you

I doubt it. But the fort is on an island in the river and heads north to St Augustine. Spanish attackers and even pirates used this river to sneak up on the city. Maybe you could have some fun and sneak up on the fort, no?

The dock at the fort is not operational. It is also a state park which has restricted access.
