There are no facilities there other than Port-o-pottys and if you're lucky a food truck may show up.
Not sure. I reside in Southeast Texas and found this beautiful beach by accident. Google The Louisiana Department of Transportation. They may help or just Google it and it will most likely Tell you if they are open and their hours and restrictions.
