Are you allowed to bring strollers?

I'm pretty sure it's allowed. There are a few steep spots going down in the canyon depending on where you enter. There are several parking areas. I suggest the first one by restrooms. The trail down is smoother for a stroller.

Yes. I saw others pushing strollers along the trails that start by the parking lot with the rest rooms. Be ready for varied terrains and hills.

I took mine and I dont remember seeing any signs sayings it's not allowed

I would think so, but they would get in the way once you get down in the little canyons.
