This would be hard but would depend on your conditioning, type of chair and if you have assistance.
I believe that some of the park is. If it has rained though it will hard due to the mud, but some of the trails and the overlook are accessible. There are lots of smaller trails that go to the formations, if you have someone with you then they could get closer and get some good pics for you to see.
There's like a giant loop that's plenty accessable for a wheelchair. A wheelchair will be able to go "in" to see all a lot of the formations, but the smaller, tighter trails to get deep in the formations aren't accessable
Overlook yes, trails is definitely no
There are a few steep inclines that may it difficult.
It would be difficult.
