There is a wheel chair / Handicapped entrace if you kerp heading north on Paint Mone Rd...it curves to the East a bit and a parking lot will be visable on the left hand side. It has a paved sidewalk area, as well as concrete ramps down into the mines themselves....
There are paths that do not go into the actual mines that can be travelled on by wheelchair. There is also the ability to go into the mines a bit but it'd be rocky.
You can go into the Paint Mine area on the trails from the north entrance and the south as well as get a good view from the overlook. However, I think it would be difficult to actually get into the gullies and washes with a wheelchair.
I don't know if any section of the park has good wheelchair accessability. Overall, I would judge that the park's terrain does not lend itself to normal wheelchair access. If you're a rugged outdoors type and are able to use somewhat more primitive trails a review from you would be very informative for other wheelchair users. Be advised it may be very difficult or very limited in terms of access, though.
I would say, no. As you hike down into the Gully they are worn away from the rain. At the south parking lot which is gravel. You can take a trail along the perimeter that goes down it's flat but I'm not sure how far into the Gully you can access.
