I've seen the use high pressure water. I'm not sure if they use to remove the skin off. But if you let the Chile rest for about 45 - 60 minutes in the bag before you place them in storage bags the skin slide off a lot easier then placing them in storage bags right away.

Yes they do and it's really easy to peel once they sit for a while

Majority does come off due to the heating of the peppers. They do this the right way. BUT! You still have to clean the chilli's when you bring them home.
