Dogs are allowed on a leash not longer than six feet, but not in any park buildings. And from the last report I saw, most of the leaves have fallen. Google "lost maples foliage report" and you should be able to find the most recent report.

If you are there on the weekend, be sure to arrive by 9:00. We got there at 12:00 on Saturday the 11th and we're not allowed in because the park was full. They had closed the entrance at 9:30 that morning. BTW, there's a fun wine tasting business just down the road we recommend, too (no, we do not own it or are associated with it)

I was just there Sunday and the leaves have certainly not mostly fallen. They're mostly still on the trees, and plenty of them are still green. I would double check the accuracy of that foliage report. The primary color this year is orange.

Dogs are definitely allowed as long as they are on a leash. Not sure about the foliage but Red Lloyd gave the best answer there
