..My 2nd question is i saw on the website that they are not allowing swimming today due to high bacteria but saw on facebook public post that someone is swimming. Is it possible that they are allowing swimming and did not change that on the website?

Since it has rained a bit recently, my guess is they are not allowing swimming. Always call before going. Twice I have been turned away due to bacteria!
