No...it's barely people-friendly for walking!
There are lots of uneven, step-like rocks to get down to the creek. I don't see how a wheel chair could traverse it without being carried. The creek portion of the trail is a bit more even and flatter, but it's still a typical hiking trail and not capable of wheel chair use.
