No. Dogs not allowed past Ellen Creek which is about halfway to HITW. Beyond is a preserve with seals, sea lions, sea otters, etc. Dogs can be deadly. Rangers will ticket owners.
Dogs are allowed down on Rialto Beach but there's a boundary out towards the hole in the wall the dogs are not allowed past.
