Not really. If you stay at the top it would be fine. But to actually climb down into the gulch is pretty treacherous footing. (definitely worth it though) You could take a dog down, just be very cautious.
I would not try with a small dog due to rocks. Off trail but if you stay on it you should be ok but trail to bottom is ruff

Lot of hills and rough terrain, if your pet can be trusted to stay near you and not run off a cliff accidentally, go for it
Devil's Gulch is very pet-friendly. In fact, it's my miniature Dachshund's favorite place to walk, and he's quite small compared to some of the terrain. If your dog is healthy and likes a workout, he or she will likely love Devil's Gulch. Please keep him or her leashed, though, as there are many hard-to-see drop-offs.
Absolutely as long as you have good control of your pet. You must be mindful of your pets and children as their are cliffs. There are several areas where they can run around.
I'm not sure if they allowed pets, but if your pet enjoys hiking it will be enjoyable. There are a lot of places to explore, your pet could slow you down if you are ambitious.
