U would be able to use the public pavilions first come first serve thing or you can call Ormond Beach to reserve one the weekends are very packed early like around 9ish

We recently had our sons 3rd birthday party there and there was also another party there as well the space is big enough to accommodate two parties with no reservations. There's also grills there bring your own cleaning supplies and utensils.
You can use the covered pavilion anytime its available. If you want it for a specific day and time I would definitely recommend making a reservation!
