Photography is not restricted anywhere in the Arboretum.
Personal pictures are allowed. Professional pictures need to pay a fee for a permit. It was $25 the last I knew.

Yes with a limit. If you want pictures of a wedding party and you use a tripod, you'll be asked to purchase a permit, I'm told. Look like a parent getting nonprofessional shots of your kids and you should have no problem.
Not sure what you're asking... I don't think they have photographers or anything like that. But you can take pictures, yes.
