That's hard to answer because it is on the school campus, which doesn't allow dogs. Furthermore, the last time I was there it was closed for renovation/construction. So to answer your question about trail maps, they might be changing very soon and therefore new ones will hopefully be available soon.
As far as I know anyone can enter, but it is currently closed for construction. It has been for a couple of months.
