I was on a watch Oct 1. Saw 3 humpbacks, but be sure to dress like you are expecting cold wind and water.
We went in July. We didn't see any whales. They do allow you to reuse your ticket for 2? Years.
I went in sept, they told us that there is no guarantees to get a sighting. But if you dont see one, you can reuse the ticket for future travels back for free. Now the researcher did mention this year, due to the weather changes and water temperature changes that it is harder to find them. They are not in their usual areas.
I would recommend bundling up with winter coats. I went in the middle of the summer on a cloudy raw day in the 50s and because if the winds and mist it felt like 40s. A few folks even had winter hats and were smart. One more thing baseball hats, unless they are secured will fly off. Bring binoculars!
Like most people said Summer is the best time for whale watching which tends to be true. If you have time constraint then go ahead and give it a shot. Prepare well for the trip as it will be very cold out there. The boat ride in itself is a great experience if you get to watch Whales it's a bonus.
I went in June. They say there is never a sure bet on seeing a whale, its all about the water temperature. We had to go into Canadian Waters where the water was cooler.

Peak season is August and September. The ride is freezing in July. Bring clothes for Arctic temps if you go in October.
Don't know about whales, but the weather in Maine mid October is great. This should be near peak of Fall Foliage.
Maine tends to be the coldest state. So mid Oct might be okay but summer is the best time
