Yes it is a interesting question. Profesional or not they have policys that apply to all for the taking of pictures. I do know one area that they enforce is group photos and set ups. Lets think here for a minute people, people pay thousands if not tens of thousands dollar to have the right and privilege to use the Garden and all that it offers. A few weeks ago I was reading that they even have a policy concerning drones.
Interesting question. If you have a membership that's allows the coverage of the admission and one can always take photos whilst at the gardens, why do you need extra permission? Just curious if there is an extra cost?
You do need prior approval and fees apply for professional photos. They have a section on their website.

That is correct. You have to obtain a waiver to have professional photos taken.
I believe that you do need permission to work with a professional photographer on site.
