I won't say no you can't ride for sure but I've been around for about 5 years and I've never seen anybody riding a bike or all-terrain or anything with a motor in it

I work there. It is a national wildlife refuge. Only wildlife oriented recreation. On this refuge there's walking trails for bird watching and wildlife viewing and photography.
Frank rains you can ride any off road vehicle. Except it is closed for fire season.
Not at the Wilderness Refuge but I did see bikes being driven around the area especially back by the store
