When does the concerts start during summer, also water level is high, is swimming allowed?

Concerts have been going for about a month I believe, as stated there is very little sand, however the boat launch is fully operational and South Tahoe Standup Paddle is still located at El Dorado Beach.

I am almost positive swimming is aloud. The water levels are very high, very little sand.
