Flying with Southwest you will definitely be able to get bulkhead seating, I was flying with my dog last week on Alaska and was not seated in the bulkhead... it really depends on the airlines and have nothing to do with the airport

@bobbie Spokane had to designate their airport an international airport when they held the World's Fair in 1974

I have no idea where the "international" came from and neither did Google.

Bulkhead seats may or may not have more legroom than other seats. It depends on the plane, the seating configuration & availabilty.
