are dogs allowed in the park on a leash?

Yes in the car but up where public restrooms are there were people walking dogs on leashes

It is a drive through park, everything stays in the car

The only place you can take a dog out of the car is by the restrooms by the Visitor Center at the beginning/end of the loop. There is a sign indicating the area.
