According to their website "Most White Mountain National Forest lands are open and free of charge for your use and enjoyment". So where can we park our small camper vans without any hookups/ other services so we don't need a parking pass or pay fees?

You need to buy a seasons parking pass for the WNNF
Sorry I do not know the answer to that question. I would check the National Park Service website. I doubt it's an option within Franconia Notch, but good chance nearby.
