No. You would need to pay for a bathhouse to use because the natural water may burn you.

There is a road called Bathhouse Row, this is where there are 2 (two) bathhouses, they'll charge you money and you'll be able to swim in the water, this is because naturally the water is too hot to swim in, the bathhouse cools it down. Also on Bathhouse row, there are some natural springs but they are very hot and you can easily get burnt, so be careful!

Yes there is. But there also what they call bath houses. It's where the springs are pumped in and ur able to get in them there too. It's so loud. And there for all ages

I saw someone sitting in one of the outside hot springs at the base of the mountain down town dont know if its legal or not and i figure it is WAY to hot to sit in like a hot tub

Second what Jonitha said. You can fill containers with spring water from public fountains in the park, but to swim in the hot springs you'll have to pay to enter a bath house.

No. There are springs where you can touch the water as well as places to fill up jugs with drinking water at no cost (water from the springs), but to my knowledge of you want to submerge you have to use the bathhouse.
