There is a pay parking lot right behind the main springs area street. They may charge you two spots but it is literally one block away from the main sites.

Wal-Mart usually allows RV parking for a few hours if all else fails.
There are some places that are pay by the hour that i believe would accommodate your RV comfortably.
Pretty sure you can find some. I would not attempt to drive up to the tower.
I saw a public pay lot with enough space.. Closer to the Beginning of bathhouse row. Not sure who tends it or if RV is allowed. You could also park at Wal-Mart and take a taxi over to the Row area. Plenty of walking on promenade. Try google street view as well to explore parking options.
There is street parking that might accommodate an RV if you can find maybe 3 spaces unoccupied together. But it would just be luck to find that. Most city lots (free and pay) we saw would not accommodate an RV. We camped at Lake Catherine State Park, left our 5th wheel there, and drove our truck into town. You could probably drop your trailer there, or Class A, in day use and drive your truck or toad into town. Not much space in old downtown Hot Springs.
You can by the roadside I parked mine by the monument and it's free.
The city of Hot Springs is basically a giant main street that a city was built around/on. If you could find/get street parking then definitely. I'm certain there's some lots you could stop at as well but I'm not well-versed in the parking areas there. Call the local NPS office and I'm certain they'll have some suggestions!
