Last time I was there they sent me back because I didn't have an appointment, but I believe is because they were helping with other counties licenses. Your best bet, make your appointment and you wouldn't have to wait for so long. If you use glasses have them with you or contacts.
Yes and no. If you get there early enough, there are a few open slots. But I would set an appointment and plan on waiting 30 minutes or so anyways.
