Everybody lets their dogs run free on the beach here, just so long as it's a friendly dog you shouldn't have any problems aside from an occasional irritated person.

Technically no, you're not supposed to. Unless you have good voice control of the animal, we didn't have any problems being off leash.
Check with Oregon State Parks. That way you will know for sure. It's better than getting a ticket.
