Depends on how many animals you want to see and how many people you don't want to see. I go at end of October beginning of November. The variety of wild life and herds of mustangs and bison are well worth the discofort of winter camping. Yes it can be windy, but you are in North Dakota!

North Dakota is always windy. A lot of the closest town closes in September, so May or August is your best bet. The summer is dry, and it can get quite hot. it makes it difficult to cook if you're camping.
