No and an RV on this road is pretty dangerous
It is also a fairly narrow and winding road with occasional pedestrian traffic. No overnighting.

No, but there are plenty of sites at Nehalem Bay State Park. We stayed in a yurt there and used it as our base from which we hiked Ecola, Neahkahnie Mtn, and others.
No camping. You can fit an RV in the main parking lot (to see the amazing views) but it's often crowded. Get there early in am to find a spot.
