You straddle the bench on the train. He might be big enough to sit but you would need to hold onto him. Have fun.
You'd need to hold them. There is no age limit. You just sit on a bench without rails. I believe they only do weekends for rides right now. It's a one man show and he lives at the hotel there. Park where the second floor sees your vehicle if nobody is there. I suggest calling ahead though. Great local place and small outfit. Very friendly and helpful.
