The gift shop / book store was open and there are rangers there answering questions aswell as bathrooms

No. They have open the foyer by the front door to pay your entrance and getting maps. There's a back entrance to the store by the bathrooms if you wanna buy postcards, t-shirts or books but they only let so many people in at a time.

Short answer yes. They are open in limited capacity. The giftshop/bookstore is open with a line to control indoor volume. The cashiers to pay park fees are located at the front doors so people are not in the building. Around the backside of the visitor center in the amphitheater area are tables set up with rangers to help you plan, answer questions, provide resources, and give out junior ranger program materials.
