Yes you can call and ask phone, even a landline.
It's because my x husband is networking communication for Russia and has control over my phone, but thanks nobody cares and I cant get the info to anyone
You should be able to you always have to use an area code that might be what you're having problems with
Their phone number is in the phone book. I don't know why you can't call them from your phone. I have called them from my phone many times.
Maybe something is wrong with your phone I get calls on my from other providers
