Yes they allow outside food and drinks. The Zoo offers lots of different areas with picnic tables/tables and chairs to eat or enjoy a rest. Drinking fountains through out the park as well for water.
Yes, John Ball is one of the few good places that allows you to bring your own food and drinks in. They do have some decent fast foodish items to purchase if you forget something. The best place to eat is on the tables overlooking the monkeys, my kids love it there.
