The lighthouse is not open to the public.
On my recent visit the gift shop was open with limited people in store at one time. Not sure if museum was open but it has wide open grassy areas with walking trails. It was very beautiful and relaxing. I saw many people bring their own folding chairs and set them up in the park.
Yes, it is open to the public. I would highly recommend visiting it.
You can visit the gift store and museum, masks are required and a max of 5 people. Cliff walks and forts are open around the light house as well.
It's not currently open inside. Just around/on the grounds. No timeline posted about when they'll let people in again.
