He usually opens 11am. Friday he opens late, after juma prayers.
Sometimes; yes it does seem to happen. Sometimes there's a sign in the door explaining, for instance saying the owner had to drive his wife to hospital. Other times I assume the employee that was supposed to open the shop didn't show up on time. I generally don't try until after noon, but I also prefer to eat later.

Restaurants still closed after an hour with no signs. The food better be worth it!
