Same here, there were dogs on leashes when I went.

When I went people had brought dogs on the float so I'm pretty positive it is dog friendly. Just have to make sure they are on a leash and arent running around the float I'm sure.

We didn't have our dog, but I don't see why you couldn't bring your dog on the raft.
