You don't need a reservation to see the light house and walk around the grounds, that's free, but if you want to walk up inside the light house, you need a ticket and its $10 per person. They go every 30 minutes. It is worth it.
They limit how many can go up during any given period, due to strength limits of the stairs. Since only one person can be on any given flight of stairs (as opposed to on the landings), they limit how many can buy tickets for a given time period to begin the ascent.
