It is open from mid April to mid October. The fee is currently $10 for adults, $5 for children 11 and younger, and for seniors. They only sell 8 tickets every 20 minutes though.

Yes, as long as the wind is not too strong you can go out at the top. It was between $8-$12 a person for a ticket and you are given a time. The lighthouse is open seasonally like all of them.
Climb yes, fee yes. Site is open 365 days. It is only available to climb late spring to early fall.
I would call. It was closed last couple times I was there because if the renovations which I'm pretty sure are completed. It may only be seasonally open though.
I am not sure because it was not open when we went. It opens the end of April, so if you Google it, you may find out for sure. Sorry I can't answer your question.
