What does it mean when it says Winner's Choice? Also when you have to have two bingos on your card to win does that mean you can have a four pack at the corner count s one bingo?

Winner's choice is 2 bing'os , if you a cluster it can be anywhere on the card .The four pack in the corner is called a cluster , and yes it does count as one bingo .
