Yes, but you still have to pay. A better bet would be the area around Bikini Cove (near the Point), it's free, next to the water, and bbq's are okay. Another option is Road 2, or 3 on the other side of the lake. It's $5 per carload, and there are bbq's, picnic tables, and the swimming is terrific!, even for toddlers.
They do have open areas I don't believe they have tables or anything so make sure to bring everything you might need
