If you follow the map its gonna show where the picnic areas are. There are two viewing decks. One near the falls the other one higher up. You can eat at those spots. But there's one that's my favorite, when you go down the north legacy trail before the bridge, on the left side trail there is a beautiful picnic area there.
Yes! As the previous answers say - there are a few tables at the entrance. A lot of people, however will take foods to the trails. There is a nice viewpoint when you cross the bridge with a bench to sit on and eat. Otherwise many families were eating down at the creek are where there are fallen trees and rocks to sit on. Please remember to take out all of your trash and waste though! That was my one complaint about the area - too much trash!
