That means that a down payment has been put on a pet. Normally its so they can check to see if the pet is allowed at their rental or to acquire enough funds to pay off. Another reason would be to "sleep on it".
Someone has put an application/and or deposit in on the pet. Its awaiting approval.
The animal may also be I'll, not ready for adoption, being neutered/spayed.
