Yes it is. I do know for people in wheel chairs as well as the blind it can be more difficult but stilla great experience.
Yes , but very limited. Maybe 2 at a time . I saw one man in his wheelchair go up with us. It seemed a bit difficult for Family to get him out at the top BUT it was done.
