Yes, the park itself is always open. If the parking lot were closed (some park lots close at sunset), there's plenty of other nearby spots to park and you can walk/hike from there.
Even if the gate is closed you can park on Skyline Blvd. and walk in.
This is a park. You hike there. There is not a visitor center to open or close as far as I know.
