On the ny side there is a parking lot with a straight road to the bridge. The road could be accessed by a wheelchair but the parking lot is not paved like the rest of the bridge.
On the highland side we parked in the lot right across the entrance way. You don't need elevator. It's just a path going straight towards the bridge.
It's all accessible but is a longer walk.
I won't able to answer the 1st question for you but the restroom, I believe, is wheelchair accessible.
