I'm sure you can as long as it's not a Great Dane or a little pony and if you have a stroller a basket you and better for you I see little dogs in the mall all the time with her mommy and her daddy
Technically if you go in the mall or any store they canonlyask you if it is a service animal? If you say yes they cannot ask you anything else, but keep in mind that you might be asked that at every store.
