Take it in. Everyone else is thinking someone else is doing something and nobody is. But call, get that poor animal to a shelter somewhere. Good on you for being proactive like that. If you can't catch it, get a trap and contact a TNR group if it is a cat, not these guys. Because they will just euthanize it if it's fully feral, all shelters ultimately do with ferals which is why TNR programs are more successful. Good luck.
When I called I had to make an appointment to drop off a stray cat and it was about a 5 week wait. You have to have a specific time to take them in

Call them first because every county has different laws regarding strays as far as where they need to be taken, how long the owner has to reclaim the animal, etc.
