You can but not much. If you don't want to go down, go late fall or winter when trees are naked and the view is better.

No, a small portion can be seen from the parking area. A viewing deck is @ the end of a trail for a better view.

No, you can't. The walk to the viewing platform is short, though, less than 5 minutes and on a nicely manicured trail.
