Yes, there are no constraints on fishing.
Behind the restaurant is Bodega Bay itself and loads of fisherman were fishing out there on a low tide however it does get pretty windy and it's a lot of places to fish in the immediate area but as for the market they sell fresh fish and trinkets etc but I'm not certain so I would give them a call.
When I was a kid it was allowed. Did not look just got Chowder and left.
