You have to pay in advance. If there are any unreserved sights when you show up you can pay at that time
They also have a section they call walk-ins. Regular camp sites but that cant be reserved but you got to get there early they fill up fast.

You must pay in advance to reserve a spot but if you're lucky and they aren't completely booked the empty sights are first come first serve but only for the night of arrival.
