With these answers I'm assuming the view is not great during the end of February ?
The roses have their first and most prolific Bloom at the end of May and the 1st of June. Contrary to what someone else wrote on here, the second Bloom, which is not quite so profound, happens around the first of August. The roses will, however, continue blooming until the first Frost, which sometimes does not occur until as late as the second week of December.
They will not be in bloom, it will be open though. The best time to go is July
